Mission
The Houston Health Department (HHD) has a mission to work in partnership with the community to promote and protect the health and social well-being of Houstonians and the environment in which they live. The health department has a long history of positioning asthma control as a priority. Based on a Community Health Assessment facilitated by the HHD, specific asthma improvement objectives were featured in a Community Health Improvement Plan (CHIP) that was adopted and is currently being implemented over a five-year period.

Asthma Self Management Education at K-12 Schools
We are thrilled to announce a significant milestone in our fight against asthma in high-risk communities. The Houston Health Department's Asthma Team has officially launched the Environmental Mobile Unit (EMU) Program, a pioneering initiative designed to deliver crucial asthma self-management education directly to the students of the Houston Independent School District (HISD), specifically targeting high burden zip codes.
Currently, the EMU program is making a difference in the lives of children across 15 elementary schools, with approximately 120 students already enrolled and actively participating. This initiative marks a significant step forward in our commitment to improving the health and well-being of our community's children.
A cornerstone of the EMU program is the implementation of the "Open Airways" curriculum, developed by the American Lung Association. This curriculum is specially designed to empower children with the knowledge and skills they need to effectively manage their asthma. Through interactive sessions and engaging activities, students learn about asthma triggers, proper medication use, and strategies to prevent asthma attacks, thereby enhancing their quality of life and reducing the need for emergency medical intervention.

Home Visits
We are excited to announce the latest enhancement to the Environmental Mobile Unit (EMU) Program – a Home Visit Component, designed to extend our outreach and support for families directly within their living spaces. This new feature allows parents to opt-in for an in-depth home visit, which includes a comprehensive "Healthy Homes Inspection" and specialized asthma education tailored specifically for parents.
The Home Visit Component is a strategic extension of our mission to educate and empower communities in managing asthma more effectively. Recognizing that a significant part of asthma management involves creating a safe and healthy living environment, our team of experts will conduct thorough inspections of homes to identify potential asthma triggers and recommend practical solutions to mitigate these risks.
Healthy Homes Training
We're thrilled to announce another groundbreaking development in our commitment to fostering healthier communities: the Asthma Program's Healthy Homes Training. This initiative is specifically designed for community members eager to learn about creating safer, healthier living environments. Through this training, participants will be introduced to the "Eight Principles of Healthy Homes," offering practical advice on mitigating risks and promoting a healthy lifestyle within their own homes.
But that's not all - to ensure that our community members can immediately put what they've learned into practice, we are also providing Healthy Home Kits at no cost to participants. These kits are carefully assembled with essential tools and products to help you create a healthier home environment. Each kit includes:
- Sniffers: Devices to help detect potential hazards in the air.
- Towels: Durable, multi-use towels for cleaning and reducing the use of disposable products.
- Borax: A natural mineral compound that can be used as a multipurpose cleaner, enhancing your home's cleanliness without harsh chemicals.
- Vinegar: An eco-friendly cleaning agent that effectively disinfects and deodorizes.
- Myers Cleaning Products: A selection of environmentally friendly cleaning solutions known for their effectiveness and natural ingredients.

Asthma Prevention and Control Program is a Houston Health Department (HHD) program. The department works in partnership with the community to promote and protect the health and social well-being of Houstonians and the environment in which they live. HHD is a full-service health department that not only performs all core functions of a Public Health Department but also many enhanced functions including initiatives to address health inequities. HHD services benefit all Houston residents but the department also takes additional steps to support those most in need, such as low-income mothers and children, the elderly, and minority populations. Most HHD functions serve the 2.3 million residents of the City of Houston but the scope and impact extend into Harris County’s population of 4.7 million people through the department’s Area Aging on Aging, Bureau of Youth and Adolescent Health, Project Saving Smiles, See to Succeed, immunization strategies, syndromic surveillance and HIV-STD surveillance. HHD’s laboratory also services a 17-county region. Learn more at
